Board Members
The RRHA Board consists of five members, each of whom serves a two-year term. The board sets policy according to the U.S. Department of Urban Development (HUD) and governs the federally subsidized housing units in Round Rock. One of the five members must be a resident of one of the RRHA units. For the other four members there is no City residency requirement.

Paul Emerson , Chairperson
Paul has been a resident of Round Rock for the past 5 years, were he lives with his wife Polly. Between them they have 4 grown children: PJ, Philip, Deanna, and Phoebe. Paul has over 10 years of budgetary experiences at the state level, and is currently a State Financial Analyst with the Texas Association of Counties (TAC).
Paul earned dual degrees in Political Science and in Speech Communication from Oregon State University. He also received a JD from Thurgood Marshall School of Law and a MBA from Prairie View A&M University.
Prior to his employment with TAC he worked for the Texas House of Representatives as chief of staff for Speaker Pro Tempore Sylvester Turner. He also worked for three years as a Budget Analyst on the Senate Finance Committee and a year as a Policy Analyst for Senator Rodney Ellis. He began his career in state government by working at the Legislative Budget Board (LBB).
Paul is very active in the community by serving in previous years on the Citizen Bond Committee for the Round Rock Independent School District and also on the current 2007 committee. Paul also serves as the Sub-chairman of the Finance Committee for Tejas District, Boy Scouts of America. He is also and active member of the Cottonwood Baptist Church in Del Valle, Texas. |

Claudio Cruz, Commissioner
Claudio currently works with Pickett Elementary in Georgetown to:

Facilitate learning among students who are falling behind their peers

Provide additional support in lunchroom monitoring and recess activities
-
Responsible for starting an after-school running program
Before joining the Georgetown ISD Claudio worked as Coordinator for the LifeSteps Coalition on Underage Drinking; Parent Support Specialist at Austin ISD/ Hart Elementary; Manager of Recruitment at ITT Technical Institute; Regional Director Alzheimer's Association in Harlingen, Texas; US Army Recruiter and Director of Adult Education/Recreation at Texas Department of MH/MR-Harlingen, Texas.

Robert Penagos, Vice Chairperson
Mr. Penagos has been a resident of Round Rock since 2004. He is currently employed by the Housing Authority of the City of Austin. His duties are to provide leadership and direction to HACA Maintenance Department. The main thing he most enjoys about his job is, "Public service provides a phenomenal sense of accomplishment and fulfillment that only comes from knowing that you have made a difference in the life of someone else."

Andrew (Andy) Martinez, Commissioner
Andy, a resident of Williamson County for the past 15 years, has been married to Fran for over 35 years. They have two grown children Andrew and Desiree.
Andy has over 30 years of Management and Executive experience in the Information Technology field with international corporations the likes of IBM, Lexmark International, NCR and Permond Solutions. While at IBM, Andy served as the Personnel Programs Director for Field Personnel Programs and as a World-Wide Services Consultant on the Corporate Staff in Armonk, New York.
Andy holds a Bachelor of Science degree in Marketing, from Syracuse University, graduating cum laude from the University; also elected and inducted into the Alpha Sigma Lambda National Honor Society.
Andy is also very active in the Community, holding leadership positions in civic and social services organizations in Central Texas. He is currently employed as the Executive Director of the Greater Austin Hispanic Chamber of Commerce.

Mary Martinez, Resident Commissioner
Resident of Round Rock since 2005 Mary enjoys her 4 children, 13 grandchildren and 7 great grandchildren. She also has a great pleasure living at Lance Haven where she helps neighboring senior citizens by getting their mail, running errands to pick-up their medicine, delivering flower plants, praying for them and first listening to them. Since being on the RRHA Board she has learned a lot and benefited from it. Mary is a member of El Shaddai Round Rock Church where she directs Services in Spanish.

Deborah Williams , Executive Director
In April 2008, I received my 20 year certificate of service to the great state of Texas for my work with the Department of Human Services and later with the Department of Aging and Disability Services in Austin Texas.
I earned a Master of Business Administration degree and undergraduate degree in Computer Programming and Mathematics from St. Edwards University in Austin.
I am proud to have three children that attended Round Rock’s elementary, middle and high schools.
